WEHDC Executive Director Announcement
I am pleased to announce that Candace Harper has been appointed the Executive Director position at West Elmwood Housing Development Corporation (WEHDC). Candace is a leading professional in community development and brings a passion to expand our footprint and break ground on new community development and revitalization projects.

With over fifty years of promoting the development of healthy, sustainable communities through housing and other services, to help individuals and communities meet their affordable housing needs, we are well-positioned to build upon the organization’s strong foundation, and I am excited about all of the opportunities the future has in store!” Candace Harper, Executive Director.
As the Executive Director, Candace is responsible for providing organizational development and management to carry out the strategic goals of the organization; works to identify, strategize, develop, and implement programs and projects that execute on the mission and values of WEHDC in conjunction with the Board of Directors.
Prior to this role, Candace served as the Deputy Director at WEHDC for 2 years. She also served as the Education and Training Director for the Community Action Partnership of Providence (CAPP), and the Director of Industry Partnerships for the Division of Workforce Partnerships at the Community College of Rhode Island.
In addition to her work, Candace has made several community connections, serving on the Family and Community Engagement Task Force for the Providence Public Schools. Candace was a Core Team Member of the Ambassador Design Team for the Rhode Island Department of Education, and was appointed by Governor Raimondo to the RI Family Engagement Advisory Council.
Candace received her BS in Communication Studies from Northeastern University. She and her husband serve as the Marriage and Family Pastors at New Dimension Apostolic Center in Providence. She is also the Vice President of the Greater Providence, RI Chapter of the Links, Incorporated, a Life Member of Alpha Kappa Alpha Sorority, Incorporated, and an active member in the Theta Psi Omega Chapter in Providence.
The agency is very excited to have Candace as the leader and knows that she will greatly contribute to executing the mission and strategic goals of WEHDC.
